The nurse licensure compact agreement establishes continuity in requirements for licensure which ensures public protection in nursing care. I was familiar with this as I live in a compact state (AR), but my original nursing license was from a non-compact state (NY-currently pending compact status). The benefits of this for the nurse is that practice options are open for movement to other states that are also enrolled in the nurse licensure compact agreement.
What I found interesting in the video was what happens when a nurse moves from a compact state to a non-compact state. A nurse must apply to the non-compact state for licensure BUT the previous compact license is no longer in effect (Nurse Licensure Compact, n.d.). I would think that for a non-compact state trying to recruit nurses, not being a part of the compact agreement would limit potential employees. For me, I would want to practice in a compact state and I would most likely re-evaluate a potential move to a non-compact state.

Texas State Board of Nursing is my primary license home which is not a multistate but with the need to work in the state of Georgia, I change my license to a Nurse Licensure Compact (NLC) state which permitted me to practice in Georgia.
The agreement between NLC practice states allows registered nurses like me and of practical nurses (LPN) holders to enjoy the full potential of nursing which is caring for patient regardless of one’s state of residence. This privilege grants nurses the benefit to practice in our home state and in other compact states. The NLC is an initiative aimed at increasing access to patient care across state lines by streamlining multistate licensure requirements (Bergman et al., 2022)
Think about the mobility and flexibility benefits of multistate license to practice without the need to obtain multiple licenses from each state in responding to needs or in supporting our colleagues across the borders. The benefit of effective and efficiency in telehealth is another one. With NLC, a nurse can reside in NYC and work or support healthcare in LAX, with the use of telehealth rendering services to patient, as presented by Bright her article that telehealth/e-health interventions are increasing in use (Bright 2023). This must be done right after they move. It is important to follow the licensing rules in the new state promptly. Getting the endorsement on time makes sure the nurse can keep working in the new place without any problems. Knowing and following this rule is important for a smooth change in nursing practice.
Various outcomes would arise for nursing practice. For instance, if a hospital or a union-supported group of nurses were to demand their rights and go on strike, the hospital organization would have increased influence. This is due to their awareness that recruiting nurses from another state, facilitated by the compact license arrangement, would not pose significant challenges. This scenario is currently unfolding in my workplace, and I am troubled by the hospital organization’s unwavering stance on their demands and lack of flexibility in the ongoing negotiation.
On the other side, the subsequent paragraph elaborates on the benefits of holding a compact nursing license. My interest in compact licenses started during the COVID-19 pandemic when travel nursing became increasingly popular due to staffing shortages nationwide. The video by the NCSBN (National Council of State Boards of Nursing) was highly informative as it thoroughly explained different scenarios in which a compact license may be considered. It was interesting to learn that a nurse with a primary state of residence (PSOR) in an NLC (Nurse Licensure Compact) state, holding a multistate license, will lose that license when moving to a non-compact state. Their multistate license will change to a single-state license. On the contrary, nurses moving from non-compact states to NLC states can keep their original PSOR state license and apply for a multistate license once they are official residents of the NLC state.
The benefits of having a compact license seem to be for nurses who travel in the profession. Other than being used for travel nursing, APRNs can use their compact licenses when conducting telehealth visits to care for patients in other states. The NLC provides nurses with more flexibility in practice. If I choose to move to another part of the country, moving to another state that is a part of the NLC would be convenient. I would be able to immediately begin working with a multistate license. However, I would need to apply for licensure by endorsement upon my arrival in that state. I am curious to know if there is any correlation between an increase in the number of multistate licenses pre and post pandemic. A story posted on the NCSBN website, The Nurse Licensure Compact and COVID–19 – a Tale of Two States, questions if nurses can safely care for patients across state lines during a pandemic, should more states be willing to join the NLC.
