Financial Management Controls

This week, you will focus on internal management controls for these expenditures.

Controls for financial management have been developed over time. Whenever a significant financial fraud is discovered, new controls are implemented to prevent future occurrences. Financial management controls need to be updated constantly to handle fraud because crooks keep getting smarter and finding new ways to circumvent these controls.

The major reason for implementing financial controls is to help management in accomplishing the objectives of the organization. Internal controls influence the budget of an organization by establishing priorities and expending funds. Reports and computations are included to facilitate the auditing process. This week, you will review a case study and observe the process and controls involved in a government purchase.

FINANCIAL MANAGEMENT PRACTICES

The management of finances needs to include controls for how an entity is organizationally structured and the processes by which work is done. Internal controls are part of the whole package of management controls and relate mostly to finances.

FINANCIAL MANAGEMENT—AN EXAMPLE

Let’s take an example of what it would take the government to buy a flight simulator for a B-1 bomber for the U.S. Air Force.

Besides the controls from senior managers in the department of Air Force and Defense, the president and Congress supervise and use the Government Accountability Office (GAO) to investigate the process of purchase. The purchase of the B-1 flight simulator is assigned to a program office in which the financial managers document and control all the funds related to the program. The execution of the budget is monitored to keep it within the limits set by Congress.

The program office managing the purchase of the B-1 simulator needs to maintain records and make calculations for the budget. Invoices, receipts, and inventories are some records maintained for auditors. The program tracks how well contractors are doing in earning the funds given to them. Management controls compute the projections to determine the final cost of the contract and prevent government expenditure in excess of the approved amount, preventing a violation of the Anti-Deficiency Act (ADA).

Although the system is far from perfect, the result is that the war fighters are supported, pilots get the equipment they need, and the military operates within the budget given to it.

I strongly encourage that you do not wait until the very last minute to complete your assignments. Your assignments in weeks 4 and 5 require early planning as you would need to present a teaching plan and interview a community health provider. I advise you look at the requirements for these assignments at the beginning of the course and plan accordingly. I have posted the YouTube link that explains all the class assignments in detail. Your initial discussion post should be a minimum of 200 words and response posts should be a minimum of 150 words. Be advised that I grade based on quality and not necessarily the number of words you post. A minimum of TWO references should be used for your initial post. For your response post, you do not need references as personal experiences would count as response posts. If you however cite anything from the literature for your response post, it is required that you cite your reference. You should include a minimum of THREE references for papers in this course. Please note that references should be no more than 5 years old except recommended as a resource for the class. Furthermore, for each discussion board question, you need ONE initial substantive response and TWO substantive responses to either your classmates or your instructor for a total of THREE responses. There are TWO discussion questions each week, hence, you need a total minimum of SIX discussion posts for each week. I usually post a discussion question each week. You could also respond to these as it would count towards your required SIX discussion posts for the week.

I understand this is a lot of information to cover in 5 weeks, however, the Bible says in Philippians 4:13 that we can do all things through Christ that strengthens us.
