The selected policy for this assignment brief is the 21st Century Act of 2016. President Obama signed this act into use in 2016 with the aim of accelerating healthcare research on preventing as well as curing serious health problems. It also sought to accelerate the discovery of new drugs and medical devices for use in addressing emerging health problems. The act also addressed the issue of opioid abuse, as a way of improving the delivery of the mental health services. There was also the push for the enhanced interoperability and adoption of electronic health records for enhanced service provision in the act (Jaffe, 2015).  

The 21st Century Act of 2016 has some implications on system implementation. It increases the need for the adoption of healthcare systems that enable enhanced health information sharing between and among healthcare providers. Technology use in healthcare has gained momentum in the modern world due to the promotion of safety, quality, and efficiency. Health organizations have the responsibility of abiding by the policies that have been developed to promote effective use of health informatics. Therefore, this paper examines the implications of the 21st Century Act on healthcare.

The Selected Policy

The selected healthcare policy that has an effect on the healthcare and nursing informatics is the 21st Century Act or the Cures Act. President Obama signed into use the 21st Century Act in December 13 2016. The act was adopted with the aim of accelerating the development of medical products alongside introducing innovations and medical advances to improve the quality and efficiency of care given to the patients. The act was also adopted to improve the experiences of the patients with the healthcare system by incorporating their perspectives into healthcare processes that include the development of devices, biological products, drugs, and the decision-making processes in the FDA (Gabay, 2017).

The 21st Century Act also has some implications on the use of informatics in health. Accordingly, the act requires medical professionals to work together in the discovery of innovative solutions in health. It requires medical professionals such as EHR vendors, physician leaders, pharmacists, and information technology employees to work together towards improving the performance of healthcare systems and patient outcomes. Healthcare organizations are also expected to adopt systems that increase exchange of information to ensure that patients and healthcare providers can easily access the health-related data that they need for them to come up with informed decisions.

The organization has also developed standards and policies that relate to the use and sharing of electronic health records. There are many consequences of a healthcare organization not involving nurses in each stage of the SDLC when purchasing and implementing a new health information technology system. There might be inadequate usage of the technology, as without the nurse’s input, it may not have been made to meet nurses’ specific needs (Walden University, 2018). This can also lead to low adoption rates of the new technology and resistance to it, as nurses will feel disengaged from the process. Another issue is increased cost, as the technology may not be as effective and may lead to increased costs due to training and maintenance (Walden University, 2018). There may be a quality of care concerns, as nurses ensure patient safety and quality of care, and making technology without their input may lead to technology that does not meet patient care needs. There may be legal concerns as well, as nurses help ensure technology complies with HIPAA and other regulatory requirements; non-compliant technology could put the organization at risk of fines (Walden University, 2018).

There are potential issues at each stage of the SDLC and nurses can help address these issues.

  1. In the planning stage, nurses can identify specific needs and workflows for the technology to support (Walden University, 2018). For example, if working on an update to the EMR in regards to medication administration, nurses can identify a specific need for the MAR that can improve patient safety.
  2. In the design stage, nurses can provide insight into how the technology will be used in practice and make sure the system is intuitive and user-friendly (Walden University, 2018). They can also make sure the system meets the needs of the patients. For example, nurses can provide input on the display of vital signs, lab results and other patient data to make sure it is accurate and easy to understand.
  3. For the implementation stage, nurses can ensure the system is implemented smoothly and users are trained and supported through the transition (Louis, 2011). For example, nurses working in information technology regularly provide education sessions on new technology and round on floors when new technology is being rolled out to assist in the transition.
  4. In the maintenance and evaluation stage, nurses can make sure the system is maintained properly and users get the necessary support (Louis, 2011). They also provide feedback on how the system is working.
