The Affordable Care Act (ACA), enacted in 2010 by Barack Obama, provided opportunities for the uninsured and underinsured to access health coverage. The three main goals of the ACA were provisions to expand coverage, control health care costs, and improve the health care delivery system (KFF, 2013). Although this plan aimed to reach all people, many did not value the plan’s purpose. Many republicans sought to repeal and replace it with a better plan appealing to owners of small businesses and others that did not want to provide the essential benefits. Most of these republicans were the core supporters of Donald Trump (Kearney, 2020). When Donald Trump came into office, the republican party tried to repeal the ACA but intended to keep certain parts of the plan. They wanted to repeal the Essential health benefits and keep the pre-existing condition clause. The first attempt by the Republicans to repeal the ACA and advance their American Health Care Act (AHCA) was unsuccessful (Willison, 2017). The legislation tried to appeal to voters by speaking of only certain parts of the ACA. I believe they used a cost-benefit analysis (CBA) to compare cost and health intervention benefits to influence the vote of their constituents. A CBA can be “uncertain and untestable and more likely to disguise agency discretion as objective fact and provide the opportunity for interested parties to challenge socially beneficial regulations with their own subjective, self-interested analyses” ( Perkins, 2017). As a Nurse Case Manager, I have seen the benefit of having the ACA available to everyone, especially during a catastrophic event.
Voters View
Voters have a significant role in policy. Voters can affect candidates’ policy choices by compelling politicians to adopt “middle ground” platforms, which produces competition for votes and induces politicians to move toward the center (Butler, 2004). We see this every election year with the shift of focus from one issue to then the next new issue. The focus will be aligned depending on the state of the economy. As a voter, I can listen to the issues and vote according to my beliefs, morals, and ethics. I am not a Democrat or Republican, I vote on the issue.

Difference between Board of Nursing and Professional Nursing Association
The role of the boards of nursing is to promote the welfare and protect public health through assuring and overseeing the licensed nurses based on their level of practice. Therefore, the boards of nursing act as state agencies that provide safety and competent care (Spector et al.,2018). Each board of directors comprises a non-profit organization, National Council of State Boards of Nursing (NCSBN), and operates independently. Notably, the number of boards of nursing is fifty -nine in total. The board of nursing is lead by the board of directors consisting of nurses and other members. The state’s boards of directors are responsible for administering the laws that govern the nursing practice and education. The board of nursing is prohibited from lobbying, supporting, or lobbying any proposed bill during the legislative sessions.
In contrast, professional nursing associations differ from the board of nursing since they act as professional membership organizations that require members to pay the dues, thus helping them enjoy the benefits. Additionally, the professional nurse association is elected by members of the association thus governed by the Board of Directors (Halstead, 2017). The board for my region is the North Dakota board of nursing. The board membership consist of nine appointed member who are appointed by the governor.
