A couple of years ago, as the COVID-19 pandemic unfolded, my attention was drawn to the Nursing Licensure Compact (NLC), particularly when travel nurses from different states rallied to support hospitals facing staffing challenges. Motivated by this, I pursued license endorsement for both non-compact and compact nursing states, resulting in my possession of three individual nursing licenses.
In my perspective, expanding the reach of the NLC to additional states holds significant promise, particularly in addressing the persistent dilemma of nurse supply and demand imbalances. This issue often leaves hospitals in a precarious staffing position, struggling to meet the escalating healthcare needs. The compact provides a timely and effective solution, enabling healthcare professionals to swiftly move across state borders to areas facing critical shortages.
Moreover, the potential benefits extend beyond the immediate demands of healthcare facilities. The NLC presents a unique opportunity for nurses who aspire to gain diverse professional experiences in different states without being relocated from their primary place of residence. This flexibility aligns with the evolving dynamics of the healthcare workforce and allows nurses to contribute their expertise where it is most needed.
A crucial advantage of the compact lies in streamlining administrative processes for nurses. It alleviates the burden of maintaining multiple nursing licenses, a task that often involves complex renewal procedures and adherence to distinct continuing education requirements mandated by each state. This not only reduces the financial strain on nurses but also ensures a more efficient and standardized licensure system. According to Puente (2017), nurses benefit from a multistate license for a variety of reasons. nurses need reason is that a nurse will not need individual licenses in each state where the nurse needs authority to practice. Obtaining individual licenses is a burdensome, costly, and time-consuming process to achieve portability and mobility. Nurses are required to be licensed in the state where the recipient of nursing practice is located at the time service is provided.

The nurse licensure compact agreement establishes continuity in requirements for licensure which ensures public protection in nursing care. I was familiar with this as I live in a compact state (AR), but my original nursing license was from a non-compact state (NY-currently pending compact status). The benefits of this for the nurse is that practice options are open for movement to other states that are also enrolled in the nurse licensure compact agreement.
What I found interesting in the video was what happens when a nurse moves from a compact state to a non-compact state. A nurse must apply to the non-compact state for licensure BUT the previous compact license is no longer in effect (Nurse Licensure Compact, n.d.). I would think that for a non-compact state trying to recruit nurses, not being a part of the compact agreement would limit potential employees. For me, I would want to practice in a compact state and I would most likely re-evaluate a potential move to a non-compact state.

Texas State Board of Nursing is my primary license home which is not a multistate but with the need to work in the state of Georgia, I change my license to a Nurse Licensure Compact (NLC) state which permitted me to practice in Georgia.
The agreement between NLC practice states allows registered nurses like me and of practical nurses (LPN) holders to enjoy the full potential of nursing which is caring for patient regardless of one’s state of residence. This privilege grants nurses the benefit to practice in our home state and in other compact states. The NLC is an initiative aimed at increasing access to patient care across state lines by streamlining multistate licensure requirements (Bergman et al., 2022)
Think about the mobility and flexibility benefits of multistate license to practice without the need to obtain multiple licenses from each state in responding to needs or in supporting our colleagues across the borders. The benefit of effective and efficiency in telehealth is another one. With NLC, a nurse can reside in NYC and work or support healthcare in LAX, with the use of telehealth rendering services to patient, as presented by Bright her article that telehealth/e-health interventions are increasing in use (Bright 2023). Location do no longer stand as a barrier to access to healthcare elevating the problem of nursing shortage in certain regions, simultaneously minimize unnecessary barriers to access to care for their citizens as the case was during the COVID 19 pandemic because, telehealth has been used for various topics including diagnosis and management, education and training, consultation, and surveillance, as well as to provide an umbrella term for the various novel technologies used to improve the delivery of healthcare services (Alkhawaldeh et al., 2023) .
The NLC idea enhances collaboration among nurses, improving engagement, and interconnections by understanding what unique ideas other state is implement that can be of benefit in other state.
If nursing is to be a strong unify body, all states should endorse the NLC and be a participant. Whether a nurse practice electronically or in person, must uphold the nurse practice act of the state in which the patient being treating is located (Bergman et al., 2022). In making she nurses abide by the nursing practice act, licensure and disciplinary information on nurses are shared among the Compact States and the public through a comprehensive database called NURSYS (Bergman et al., 2022).

I did not know that when a nurse moves from a compact state to another compact state, they must quickly get a nursing license from the new state through endorsement. This must be done right after they move. It is important to follow the licensing rules in the new state promptly. Getting the endorsement on time makes sure the nurse can keep working in the new place without any problems. Knowing and following this rule is important for a smooth change in nursing practice.
Various outcomes would arise for nursing practice. For instance, if a hospital or a union-supported group of nurses were to demand their rights and go on strike, the hospital organization would have increased influence. This is due to their awareness that recruiting nurses from another state, facilitated by the compact license arrangement, would not pose significant challenges. This scenario is currently unfolding in my workplace, and I am troubled by the hospital organization’s unwavering stance on their demands and lack of flexibility in the ongoing negotiation.
On the other side, the subsequent paragraph elaborates on the benefits of holding a compact nursing license. The Nurse Licensure Compact (NLC) facilitates a more mobile nursing workforce through a centralized database that enables one-source verification of a nurse’s qualifications. It enhances access to licensed nurses during disasters or high-demand periods and improves overall access to nursing care. Additionally, the NLC encourages enhanced discipline and information-sharing among participating states. While not a new concept, it mirrors the practice of many nurses in federal settings, allowing them to practice across states with exemptions defined in each Nursing Practice Act. Crucially, the NLC does not alter a nurse’s due process, the state’s authority to regulate nursing, and it reduces the monetary and regulatory burden for nurses (York, 2009).
