Nurses play vital roles in all stages of policy development. They develop and influence policies in their capacities that improve the population’s health and the nursing profession. Lauren Ashley Underwood is a legislature who is a nurse by profession. She is a congresswoman of District 14, Illinois, in the 116th congress. She graduated from the University of Michigan and Johns Hopkins University, where she did her bachelor’s and master’s degrees, respectively. She served as a senior advisor at the United States Department of Human and Health Services in implementing the Patient Protection and Affordable Care Act. In 2017, Underwood announced her candidacy while serving as a senior director at another unit. She was elected into congress in 2018. During her first tenure, she introduced more than four bills that passed house and were signed into law by the then US president, Donald J Trumph. One of her proposed bills is the HHR 3525 US Border Patrol Medical Screening Standards Act (USFLI, n.d.). The bill directs department of homeland security to improve procedures and approaches for medical screening interventions for persons interdicted by the US government and recommend necessary corrective actions. The bill also required the establishment of an electronic record of individuals . The act aimed to ensure individuals do not enter the nation with conditions or biohazards that would jeopardize the government or the nation’s health. In addition , the more aggressive screening will enhance early access to healthcare services and reduce the mortalities associated with diseases from foreign countries.

The congress person also introduced HR 5780 Safe Communities Act of 2020 in the 1116th congress, which passed the house and was signed into law (USFLI, n.d.). The act requires the CISA to engage owners and operators of critical infrastructure. The bill requires CISA to avail a platform where these owners and operators can access vital information on security guidance, best practices, and other content as found significant by the CISA. The owners and operators include healthcare professionals, especially state and national government health infrastructure. By availing of information, CISA will enhance the safety of communities and will protect the local, state, and critical national infrastructure, including health. Nurse legislatures can thus play vital roles in promoting the population’s health by developing and influencing state and federal policies.

Congresswoman Eddie Bernice Johnson is a nurse by profession. Johnson served as a nurse in Texas before she was elected in 1993 to represent the 30th Congressional District of Texas which she represents to date, making her the first nurse to serve in the United States Congress (Pollitt, 2020). Congresswoman Johnson has played a critical role in advocating for nurses’ role as advocates for public health because she introduced bill H.R. 1597 that the U.S. Congress passed to become the National Nurse Act of 2019.

The National Nurse Act of 2019 established the office of the National Nurse, improving healthcare delivery since nurses participate in national policy formulation. Before, nurses did not have a national office to advocate for their rights and be involved in formulating federal healthcare policy. The roles and responsibilities of the National nurse include serving as the national spokesperson for nurses in policy, preventative medicine, and leadership, working together with the Surgeon General’s office to identify and address national health priorities, advocating for healthcare professionals to work with community programs to improve health, increase emergency preparedness and public safety and prepare and submit biennial reports to the U.S congress on nurses working in the U.S Public Health Service (U.S Congress, 2019). The National Nurse Act of 2019 has helped to address health disparities because the federal government provides funding for community nursing programs which helps to increase healthcare access among vulnerable populations in the United States. Hence, congresswoman Eddie Bernice Johnson has used her nursing background to address health disparities through the enactment of the National Nurse Act of 2019, increasing the role that nurses play in national healthcare formulation by creating the office of the National Nurse, which works in collaboration with the Office of the Surgeon General to provide preventative care and advocate for healthcare access among all Americans.

Eddie Bernice Johnson’s main contribution is the passage of bill H.R. 1597, which became the National Nurse Act of 2019 after its adoption by the U.S Congress. Johnson used her nursing background to lobby for the bill’s passage because she knows nurses play a critical role in promoting healthcare since they spend more time with communities and patients than physicians. The importance of Eddie Bernice Johnson was that she helped to address health disparities and advocate for better working rights for nurses at the national level through her work as a representative of the 30th Congressional District of Texas in the U.S. Congress.

Thank you for sharing such an interesting discussion. I agree with you that Congress woman Johnson has played key roles in nursing advocacy. As a nurse advocate she ensured that interests and rights of nurses were respected and upheld. Her nursing profession information helped her to know what changes and reforms should be made. This helped her to draft bills that were related to nursing profession (Mervis, 2018). She also, contributed to good relationships between nurses and other healthcare stakeholders such as the government, NGOs and research institutions. She has chaired several committees that have helped improve the current nursing profession.

Hi Nicole, great post! Congresswoman Eddie Bernice Johnson is a nurse and has sponsored or co-sponsored several bills that have influenced health care delivery. One example is the Nursing Home Reform and Resident Rights Act of 2009 (American Nurses Association, 2022), which aimed to improve the quality of care for nursing home residents by requiring that nursing homes meet minimum standards for safety and quality of care and giving residents the right to be informed about their rights and options. Congresswoman Johnson also co-sponsored the Affordable Care Act, which is known as Obamacare and was a major step forward in improving health care delivery by expanding access to affordable, quality healthcare for all Americans. She continues to be an advocate for health care reform, and has been a vocal supporter of the Affordable Care Act.

We need more legislators who double as nurses! I was reading about Shirley Nathan-Pulliam RN, BSN, MAS, and has worked 20 years as a legislator of Maryland. In 2004, her bill, House Bill 86, created the Office of Minority Health and Health Disparities within the Maryland Department of Health (Campaign for Action, 2018).

She worked with U.S. Sen. Ben Cardin (D-MD) and others on an amendment that went into the Affordable Care Act to address racial and ethnic disparities. The amendment established six new federal offices on minority health (Agency for Healthcare Research and Quality, Centers for Disease Control and Prevention, Centers for Medicare and Medicaid Services, Food and Drug Administration, Health Resources and Services Administration, and Substance Abuse and Mental Health Services Administration) and strengthened their eligibility for funding (Campaign for Action, 2018). Shirley said she still uses the nursing process today. In this interview she said, “You’re going to plan. You’re going to implement some change. You’re going to come back and evaluate.” What an accomlishment establishing funding and six new federal resources (Campaign for Action, 2018).

As a bedside nurse, it can seem daunting thinking of legislation or the politics related to healthcare. It is often easier not paying attention to what goes on behind the scenes. However, if it were not for legislation, healthcare would not be a regulated profession. Also, legislation keeps healthcare workers safe from the woes of unsafe staffing ratios and other job demising situations. During Covid-19, it became obvious what a pull politics have on healthcare. Due to the shortage of personal protective equipment (PPE), the government had to get involved. They also had to keep healthcare workers safe with CDC requirements on quarantining and the proper PPE to keep us safe from the (at the time) unknown virus. Many legislators exist that put their focus on safe healthcare and protection of healthcare workers. However, those who are retired nurses know what it is like to be a nurse in the current healthcare landscape. This gives them a step-up in providing legislation to improve healthcare and nursing practice.

For example, Eddie Bernice Johnson is a democratic representative for the state of Texas. She is a retired psychiatric nurse and has served in congress since the 103rd congress in 1993 (History, Art, Archives, n.d.). She is known for many bills that help healthcare workers. One such bill is “H.R. 7814 – Health Care Providers Safety Act of 2022” (117th Congress, 2021-2022). What this bill addresses is the safety of healthcare workers. It allows for “grants” to be put in place for healthcare providers for increased “physical and cyber security of their facilities, personnel, and patients” (117th Congress, 2021-2022). As healthcare changes to its next phase, individuals are becoming easily disgruntled and are becoming more abusive towards health care professionals (Kingston & Kang, 2022). Thus, this bill provides health care providers with the funds needed to protect themselves and their patients from harm. Additionally, with the world becoming even more cyber aware, hacking happens more and more (Torrence, 2022). This bill allows for funds to increase cyber security to protect health information.
