Compact Licensure: A Positive Step for Nurse Case Managers

CMSA has added its name to the growing list of organizations supporting and endorsing the nurse compact for licensure. Go to the CMSA website: www.cmsa.org and obtain a copy of the CMSA Position Paper on the nurse compact.

In a 3 – 5 page paper (APA format) not including the title page or reference page, synthesize the following issues. You must have at least 2 scholarly references in addition to the textbook and 2 citations.

1. How does the compact impact on nurses in case management?

2. Does the position paper promote or detract from the implementation of the nurse compact?

3. Identify your position in regard to the nurse compact (with a focus on case management).

4. If you are in favor of the nurse compact, what other arguments would you use to convince a legislator that the compact would be positive for nurse case managers? If you are not in favor of the nurse compact, what arguments would you use to deter a legislator from endorsing the compact?

5. Include information from two other scholarly journals (besides the Position Paper) that enhance your position.

Title: Assignment: Compact Licensure Essay

The role of nurse case managers in the modern world cannot be underscored. They play a critical role in utilizing active collaborative processes in the planning, assessment, facilitation, coordination advocacy, and evaluation of care. They explore the available services and determine whether they can address the healthcare needs of the vulnerable. The increasing need for case managers has seen them practicing not only in their states but also across their borders. As a result, the consideration of the need for licensure of case managers engaging in cross-border provision of their services was implemented. Therefore, it proves necessary to explore implications of compact licensure on case managers’ role, position paper by the CMSA, and my position regarding the nurse compact licensure.

The compact licensure will have a significant effect on nurses in case managers. Firstly, the licensure provides nurses working as case managers with significant flexibility to provide their services in different states. It does this by eliminating the complexities that case managers have to address when working in multiple states. In this case, they can work freely in different states without having to apply for licensure in the states that they provide their services to those in need. This flexibility could also result in the reduction of the impacts of the shortage of case nurse managers in the US. The reduction is attributed to case managers filling the gap in skills and services from a state providing their services to other states with acute shortages. Therefore, it is anticipated that the licensure will not only provide nurses in case management with flexibility but also help reduce the consequences of shortage of case managers in the state.

The compact licensure is also likely to result in the improvement in the quality, efficiency, and safety of care provided to the citizens in need. The implementation of the proposal implies that all states will have access to a database for the case managers. They will be able to monitor the care provided by different case managers and make decisions on hiring them to provide their services in their states or not. The presence of open access system for the states will also increase surveillance of any issues that might threaten the health of those cared by the case managers. For instance, the states will flag any nurses in case management with professional integrity issues, thereby, promoting the safety of the public. Therefore, the compact licensure safeguards the interests of the public too.

Despite the above benefits, there is an increased risk of issues related to professional development and disciplinary standards applied to nurses in case management. Every state in America has its own standards of professional development. This diversity will make it difficult to determine the most effective standard for professional development for nurses in case management. There is also a significant variation in the disciplinary standards used in states to address professional issues in case management. Therefore, the compact licensure raises the dilemma on the state to solve disciplinary cases involving nurses who are not the residents of a state where illegality is committed.

The CSMA supports the adoption of multistate compact licensure. According to it, case managers are professionals that engage in collaborative processes that aim at optimizing the efficiency of services available to them. Their services can be utilized across borders.

As a result, they have the abilities to provide their services to patients beyond their states of licensure. This implies that they require licensure in these states to provide their services, including coordination of care. CSMA further asserts that the role of licensing in professional practice is to promote safety and professionalism. Nurse case managers would therefore be violating the laws of their respective states and those of their patients if they provide their services via telephone or being on site. In such situations, there actions are punishable by the law. There is also a concern that incidences of such violations will imply that the nurses in case management will not receive any coverage from insurance companies (CMSA, 2016). Consequently, it raises the need for compact licensing to allow the nurse case managers with the opportunity to provide their services across borders without fear of violating the respective law of the states they work.

My Position StatementAssignment Compact Licensure Essay

I support the implementation of compact licensure for the nurses in case management. Firstly, it promotes both professionalism and public safety. The licensure ensures that nurses in case management provide their services in accordance with the provisions of their provisions and those of their states. It ensures the use of evidence-based practices in providing case management services within and across borders. The licensure also ensures that public safety is promoted. It holds nurses in case management responsibility and accountable for their decisions and actions (Roux & Halstead, 2018). Therefore, it not only ensures that professionalism in case management is upheld but also the protection of the rights and safety of the patients and other vulnerable populations.

The compact licensure also promotes professional competency in case management among the nurses. The nurses in case management have the opportunity to work in different states providing their services. This builds their professional experiences, thereby, building the competencies they have in addressing the diverse health issues facing the publics. These competencies also enable them to utilize their experience in providing holistic care to their patients (Skinner & Almaden, 2019). Therefore, the flexibility that they achieve with the adoption of the legislation not only increases their geographical locations of care but also builds their competencies in address different health issues affecting the American population.

I also support the compact or multistate licensure for case management because it presents an opportunity for transforming healthcare policies. The nurses in case management in the different states will have the opportunity to change the interstate policies with the adoption of the compact licensure policy. For instance, the member states will be required to participate in bi-annual meetings where they will review the policies of the compact. This implies that inputs from the different states will have to be considered, thereby transforming the nature of case management. Nurses in case management will also have the opportunity to express their ideas, concerns, and recommendations on the ways in which goals of case management can be achieved with ease across the states (Skinner & Almaden, 2019). Therefore, this makes it evident that compact licensure will provide the case managers and states the opportunities to influence policies that guide case management.

Assignment: Compact Licensure Essay Conclusion

In summary, the compact licensure is a significant step towards improving the practice of case management by nurses. It provides opportunities to work across borders in a manner that promotes professionalism and protection of the rights of the public. The importance of the licensure can also be seen in the position statement by CMSA. Therefore, it is important that concerns associated with the licensure be addressed for its optimum support from all the states in the US.

For your response post, you do not need references as personal experiences would count as response posts. If you however cite anything from the literature for your response post, it is required that you cite your reference. You should include a minimum of THREE references for papers in this course. Please note that references should be no more than 5 years old except recommended as a resource for the class. Furthermore, for each discussion board question, you need ONE initial substantive response and TWO substantive responses to either your classmates or your instructor for a total of THREE responses. There are TWO discussion questions each week, hence, you need a total minimum of SIX discussion posts for each week. I usually post a discussion question each week. You could also respond to these as it would count towards your required SIX discussion posts for the week.

I understand this is a lot of information to cover in 5 weeks, however, the Bible says in Philippians 4:13 that we can do all things through Christ that strengthens us.
