Title: NRS 428 Topic 4 DQ 2 The Affordable Care Act

The Affordable Care Act can be defined as a comprehensive healthcare change signed by former U.S President Barack Obama. It is usually changed rarely to enhance and improve the health care given to the patients in the U.S. The affordable care act guarantees access to proper health care for all citizens and enhances sound clinical practices to guarantee coordination and quality. It also gives health professionals more information to make them better and also provides the patients with more details to ensure that they appreciate the health services and make observations on customers, hence changing the system of paying to reward value (McCarthy, 2017). The Affordable Care Act (ACA) law has transformed the American health care system by expanding health coverage to 20 million Americans and saving thousands of lives.

The ACA codified protections for people with preexisting conditions and eliminated patient cost sharing for high-value preventive services. And the law goes beyond coverage, requiring employers to provide breastfeeding mothers with breaks at work, making calorie counts more widely available in restaurants, and creating the Prevention and Public Health Fund, which helps the Centers for Disease Control and Prevention (CDC) and state agencies detect and respond to health threats. It is imperative to note that ACA protected roughly 135 million Americans with preexisting conditions, which could face discrimination if they ever needed to turn to the individual market for health coverage (Fang & Krueger, 2021). ACA generated one of the most significant health coverage expansions in U.S. history. In 2010, 16 percent of all Americans were uninsured; by 2016, the uninsured rate hit an all-time low of 9 percent.

Nurses historically respond to changes in regulation and financing of health care with innovation and professional responsibility. Nurses are integral in sustaining the financing of healthcare concerns through integrated activities with policy makers and other stakeholders due to the need to close the gap between funding the Medicare trust, health related expenditures, and insurance plan stability (Sutton, 2020). Nurses remain uniquely involved in shaping healthcare because of their team approach, proximity to the bedside, and understanding of patient care within the hospital and the community.

Clara, thanks for your descriptive post. The role of the nurse not only is to provide care and carry out orders. Nurses must educate the community on the risks of not seeking proper treatment. With the ACA, congress faced many challenges as well due to mandate for citizens to obtain health insurance or pay a penalty. Many people did not like being forced to purchase insurance or pay the penalty (Nurse Journal, 2021). As nurses, we must educate the community on the importance of healthy choices and although it is one’s right to refuse medical care and insurance, they must still be seen to prevent illnesses and hospitalization.

Hello Clara, thank you for sharing. The IOM report indicates that, with the passage of the ACA, nurses are in prime position to now practice as fully as possible, reducing barriers to advanced practice nursing. This has meant including nurse practitioners in Medicare compensation, just as physicians already were. The report urged states to revise their Nurse Practice Acts to remove barriers to advance practice. Among the recommendations was the reduction of barriers to furthering nursing education such as expansion of scholarships, loans, and grants, as well as recommendations for an increase in baccalaureate-prepared nurses and development of nurse residency programs. The advancement of nursing leadership includes meeting the recommendation of doubling the number of nurses with a doctorate, along with the expectation of all nurses to incorporate theory, research, clinical competency, and leadership development to meet the changing needs of health care (IOM, 2011b).

Hello Clara, I agree with you, as nurses, we have some responsibilities and one of them is to keep up with the healthcare innovations, there is so much new information we must learn and put into practice. Thanks to the resources to help us learn we can provide education to our patients, according to our eBook, “conditions of this century’s current health care demand that nurses become knowledgeable about policies affecting health and health care. Nurses, as advocates with leadership abilities, are in a position to turn health care in the United States from being 11th to Number 1 in the world” (Grand Canyon University, 2018). Which is an amazing fact we advocate for and impact our patients.

Title: NRS 428 Topic 4 DQ 2 The Affordable Care Act

The comprehensive health care reform bill and its revisions are often referred to as the “Affordable Care Act” (ACA). The law targets preventive care, health care expenses, and health insurance coverage. Since millions of Americans lacked health insurance before the Affordable Care Act, ACA aims to provide affordable, quality health care for all Americans (Michener, 2020). Pre-Existing conditions prevent some from obtaining health insurance but that all changed with the affordable care act. Because of a pre-existing medical condition, such as pregnancy or a chronic disease like diabetes or cancer, health insurers can no longer increase their rates or refuse to cover someone or their child.

The Affordable Care Act has three primary goals. These goals include making affordable health insurance more available to more people, expanding the Medicaid program to cover all adults with low income below 138% of the PFL, and support innovative medical care delivery methods to decrease the cost of healthcare (Walsh, 2017). On top of these goals, the Affordable Care Act provides insurance to the uninsured with previous health conditions, insurance for early retirees, and improved payment accuracy, to name a few improvements. Nurses have an important role in implementing this law.

By partnering with the community and officials who implement and make changes to these laws, they know firsthand what the local community needs and where the policy falls short. They are responsible for advocating for the patient in terms of promoting patient safety, being the patient’s voice, and educating patients (Guy, 2017). They often work closely with them and their families and can see when additional support is needed. The nurse helps implement this law by educating the patient of the benefits that are available to them. By increasing their knowledge, they have the potential to obtain preventative care and improve their overall health.

Title: NRS 428 Topic 4 DQ 2 The Affordable Care Act

The Affordable Care Act (ACA) is among the most impactful health care policies of the 21st century. The Act led to significant changes to the healthcare system and the nursing practice. Among the most significant changes has been the decline in the number of uninsured persons in the United States. It is estimated that the rate of uninsured people fell since the adoption of ACA which is a significant step toward healthcare access and coverage (Ercia, 2021). The Act further led to improvements and focus on public health systems. One of the ways that the act has contributed to public health is through the promotion of preventive care (Chait & Glied, 2018). ACA includes the coverage of several preventative services such as immunization against certain infections. The act also established a public health fund that is instrumental in supporting public health efforts across the United States. The goals of the fund include providing expanded and sustained national investments in prevention and public health, improving health outcomes, and enhancing health care quality. The fund has had a positive impact and reduced the burden on local authorities allowing the state and local governments to have funds for their public health programs. ACA has thus led to significant changes to the health care system that have positively impacted the quality of public health outcomes.

Great post, Dian! The “Affordable Care Act” (ACA) is the name for the comprehensive health care reform law and its amendments. The law addresses health insurance coverage, health care costs, and preventive care Affordable Care Act requires most insurance plans to cover at no cost to policyholders a list of preventive services (Guy, 2017). These include checkups, patient counseling, immunizations, and numerous health screenings. It also allowed states that opted in to extend Medicaid coverage to a broader range of people. Whether you qualify for Medicaid coverage depends partly on whether your state has expanded its program (Michener, 2020). All states qualify for Medicaid based on income, household size, disability, family status, and other factors. Regards!

Title: NRS 428 Topic 4 DQ 2 The Affordable Care Act

The Affordable Care Act (ACA), of 2010, or Obamacare, was the most monumental change in US health care policy since the passage of Medicaid and Medicare in 1965.The ACA had 3 primary goals: increasing the number of the insured, improving the quality of care, and reducing the costs of health care. One point often lost in the discussion is the distinction between affordability and access. The ACA has widened the gap between providing patients the mechanism of paying for healthcare and actually receiving it (Manchikanti et al, 2017).

Hello Robin, I agree with your point that healthcare professionals should be up to date and aware of health care policies. Not only do these policies affect us on a personal level our families and friends, but it also affects our patients who it is our job to advocate for. “Many nurses have already expanded their conception of what nursing is and how it is practiced to include active political participation” (Milstead & Short 2019) As one of the frontline providers it is our duty to stay current with changes that are taking place, that will impact our field, and to be a voice for the voiceless when these changes will impact our profession and our patient population in a negative way. As you stated the repeal of the ACA will cause millions of people to lose their health insurance. “While many people get subsidized health insurance from their employers, millions of Americans have to pay out of pocket for a health plan, which can exceed $1,000 per month” (Mitroff, 2020). The ACA made it so that these people can shop subsidized plans and provides tax credits that without them would make it even harder for insurance coverage to be obtained. This will cause them to be reluctant to seek care because of fear of costs which will have a negative trickle-down effect in the long run, which will directly affect those in healthcare.

Title: NRS 428 Topic 4 DQ 2 The Affordable Care Act

Since March 2010, the “Affordable Care Act” was enacted to help more people afford health care insurance, especially those with low income in a comprehensive way. This is very important since it makes more people eligible for affordable health insurance. The law provides subsidies to consumers with incomes ranging from 100% to 400% of the federal poverty level (FPL) also known as ‘premium tax credits.” Some states have not expanded Medicaid coverage program. It Supports innovative medical care delivery methods that aim to reduce overall health-care costs. This Act mandates employers to ensure their workers have health insurance, otherwise they can be penalized. There are other varieties of insurance in this act like insurance for financial hardship.

Health care has transformed, this is seen when insurance companies have been asked to reduce prices to those with long term conditions and to extend health cover of dependents up to the age of 26. These prevent the annual hospital stay limits that have been in existence. Preventive services like vaccinations and screening can also be performed under this act. (Assistance secretary for Public Affairs 2021). This act will reduce disparities associated with lack of medical constraints due to lack of finance.

Nurses have also benefitted from these Affordable Care Acts amendments to Title VIII of Public Health Act by receiving funding and grants to manage health centers hospital reimbursement and nurse education. (American Nurse Association,2014). These grants are also given to students from humble backgrounds who pursue nursing. Nurses become diversely competent with culturally competent care.
